Characters gain a starting language and a bonus to a single Ability score depending on where they originate from. For game purposes, the Province statistic reflects the culture that a character was primarily raised in and identifies with. A neo-Carthaginian Brujah raised in Sicily would select Sicilia rather than North Africa, despite his sympathies and preferences towards Carthage.
